How to Install Tails OS on a USB Flash Drive: The Complete Setup & Persistent Storage Guide
A step-by-step technical walkthrough for creating a cryptographic Amnesic Incognito Live System (Tails) USB drive with encrypted persistent storage for high-risk reporting.
When investigating state corruption, organized crime cartels, or conducting confidential whistleblower intake, standard Windows or macOS laptops represent significant security vulnerabilities. Commercial operating systems continuously record application launch histories, file metadata, Wi-Fi network associations, and swap file snapshots onto physical solid-state drives (SSDs). Even after deleting files, modern SSD flash translation layers (FTL) retain unencrypted data blocks that can be recovered during forensic police seizures.
Tails (The Amnesic Incognito Live System) eliminates this evidentiary exposure. Tails runs entirely inside your computerβs volatile Random Access Memory (RAM) from a USB flash drive. It leaves zero traces on the computer’s internal hard drive and forces 100% of internet connections through the Tor network.

1. Hardware Requirements & Procurement
To build a reliable Tails live workstation: - USB Flash Drive: Minimum 8 GB capacity (USB 3.1 or 3.2 recommended for smooth read/write performance). Avoid ultra-cheap promotional drives that suffer write-amplification failures. - Dedicated Hardware: Use a dedicated drive that will be permanently wiped. - Air-Gapped Isolation: Never boot a Tails USB drive on a computer that has custom enterprise management software (MDM) or unknown physical firmware modifications.
2. Cryptographic Verification of the Tails Image
Never boot an operating system image without verifying its cryptographic signature. Malicious mirror servers or adversary DNS hijacking could replace the legitimate image with a trojanized kernel.
# 1. Download Tails USB Image (.img) and detached signature (.sig)
# 2. Import the Tails signing key into your GnuPG keyring
wget https://tails.net/tails-signing.key
gpg --import tails-signing.key
# 3. Verify the official Tails OpenPGP primary fingerprint:
# Fingerprint: A490 D0F4 D311 A415 3E2B F704 9E40 D440 4037 BD32
gpg --keyid-format long --verify tails-amd64-*.img.sig tails-amd64-*.img
[!IMPORTANT] You must see the output:
gpg: Good signature from "Tails developers (signing key)". If GPG returnsBAD signature, discard the downloaded file immediately.
3. Flashing Tails to USB via CLI or BalenaEtcher
Generate High-Entropy Persistent Passphrases
Use our client-side passphrase vault to generate 6-word Diceware passphrases with 80+ bits of cryptographic entropy for LUKS volume encryption.
Launch Secure Passphrase VaultOn Linux or macOS Terminal:
# Identify your target USB block device (e.g., /dev/sdb or /dev/rdisk2)
lsblk
# Execute direct binary write (replace sdX with your USB drive letter)
sudo dd if=tails-amd64-*.img of=/dev/sdX bs=16M status=progress conv=fsync
On Windows:
- Download balenaEtcher (
balena.io/etcher). - Select the verified
tails-amd64-*.imgfile. - Select the target USB drive and click Flash!.
4. Booting Tails & Overcoming UEFI Secure Boot
- Insert the Tails USB drive into the turned-off workstation.
- Power on the computer while rapidly pressing the Boot Menu Key:
- Dell / Alienware: Press
F12 - Lenovo ThinkPad: Press
F12orEnter - HP: Press
F9orEsc - Asus / Acer: Press
F8orF12 - Apple Mac (Intel): Hold
Option / Altimmediately after the chime - In the Boot Menu, select UEFI: [Your USB Drive Name].
- In the Tails Welcome Screen:
- Configure Language and Keyboard layout.
- Click Start Tails.
5. Configuring Encrypted Persistent Storage (LUKS)
By default, Tails is strictly amnesic: every file created and every bookmark saved vanishes permanently the moment the system shuts down. To safely store research notes, PGP private keys, and encrypted password vaults across reboots, initialize Persistent Storage:
[Tails Live USB Flash Drive]
βββ Partition 1: Tails System Files (Read-Only SquashFS)
βββ Partition 2: Encrypted Persistent Storage (LUKS-Encrypted ext4)
βββ PGP Keys & Tor Browser Bookmarks
βββ KeePassXC Password Vault
βββ Local Documents & Whistleblower Dossiers
Step-by-Step Persistent Storage Setup:
- Inside Tails, click Applications > Tails > Persistent Storage.
- Enter a strong, high-entropy passphrase (minimum 5β6 random words generated via Diceware).
- Toggle the modules you wish to persist:
- Personal Data: Stores files in
/home/amnesia/Persistent. - GnuPG: Persists your private PGP keys for secure communication.
- Tor Bridges: Saves custom Obfs4 or Snowflake bridge configurations so you can bypass censorship without retyping them.
- Thunderbird: Preserves encrypted email client accounts.
- Click Restart. On subsequent boots, the Tails Welcome Screen will prompt for your passphrase to unlock Persistent Storage.
6. The Emergency Ejection Feature (Panic Procedure)
If law enforcement or hostile actors attempt physical device seizure while you are operating Tails:
- Yank the USB drive from the port.
- Tails immediately detects the hardware disconnect via kernel udev events.
- The system executes an emergency memory wipe protocol: it flushes all CPU cache registers, overwrites system RAM with pseudo-random garbage patterns, and powers down the machine in under two seconds.
- No forensic laboratory can perform cold-boot RAM memory dumping because all volatile charge is purged before physical extraction.
